It does work with ATI.

In Catalyst control center go to 'Advanced mode'.
On the top left in 'Graphics' menu choose '3D'.

Play around with the settings in the different tabs there, just make sure to uncheck the checkbox 'Use application settings'.

I don't think this has anything to do with VP3.
It looks like you have some spyware you need to get rid of.

I don't know the program they recommend in the below link for removal.
So I'd probably try the manual steps... or google some more.
